The Cleo AI refund is now reaching American consumers: the Federal Trade Commission is sending more than $15.8 million to 2,124,796 people who paid Cleo AI for eligible instant cash advances, with PayPal payments starting on October 27, 2026. If you used the cash-advance app and paid for a fast advance, the money is coming to you directly — there is no claim form to file, but there is a 30-day deadline to accept the payment once it lands.

The refunds close a case the FTC brought in March 2025, when it accused Cleo AI of promising fast money it rarely delivered: advertising access to hundreds of dollars in cash advances when, the agency said, almost no one received even close to the advertised amounts, charging extra for same-day or instant delivery that often did not arrive until the next day, and making its paid subscriptions difficult to cancel. Cleo AI agreed to pay $17 million to settle the case, and more than $15.8 million of that money is now being returned to consumers.

For the millions of Americans who turn to cash-advance apps between paydays, the payout is small in per-person terms — an even split of the fund would be roughly $7.44 each, though the FTC has not published individual amounts and actual payments will vary — but the case matters far beyond the cheque. It is the FTC's latest warning to the fast-growing cash-advance industry that speed, size and subscription terms must be advertised honestly, and it comes with a scam warning of its own: the FTC never asks anyone to pay a fee or share account details to receive a refund.

What Happened

On October 8, 2026, the FTC announced that it would return more than $15.8 million to consumers misled by Cleo AI, a self-described AI financial assistant whose app offers budgeting help and cash advances to people short of money before payday. The agency said it planned to send payments to 2,124,796 customers who paid for eligible instant cash advances, with email notifications going out between October 8 and October 26 and PayPal payments beginning on October 27.

The FTC's refunds page puts the timetable in plain terms: starting on October 27, 2026, it will send 2,124,796 PayPal payments totalling more than $15.8 million to people who paid Cleo AI for eligible instant cash advances. Anyone eligible should have received an email notification from no-reply@consumersentinel.gov between October 8 and October 26. If a PayPal payment arrives, the recipient should accept it within 30 days.

The FTC stresses that it never asks people to pay money or provide account information to receive a payment, and that anyone demanding a fee, making threats, or promising a prize in exchange for help is running a scam, reportable at reportfraud.ftc.gov.

The distribution is not a new lawsuit. It is the payout stage of a case filed in March 2025 in the US District Court for the Southern District of New York, FTC v. Cleo AI, Inc., No. 1:25-cv-02594, in which the company agreed to a $17 million settlement. The court did not decide the allegations; the settlement resolved them, and the refunds now come from that money.

Background and Context

Cash-advance apps have boomed in the United States as an alternative to payday loans, overdraft fees and credit-card borrowing. The pitch is simple and urgent: a small advance, available in minutes, to bridge the gap until the next paycheque, often for a monthly subscription plus an optional express fee for instant delivery. For people living paycheque to paycheque, that promise of speed is often the whole point of the product.

Cleo AI marketed itself in exactly those terms. According to the FTC's complaint, the company advertised access to hundreds of dollars in cash advances, while almost no one received even close to the advertised amounts. Reports on the settlement said the app advertised advances of up to $250 to $500 for its Cleo Plus and Cleo Builder subscription services, while some users received as little as $20. The FTC also alleged that Cleo charged additional, hidden fees for same-day or instant advances that frequently arrived the following day instead — meaning customers paid extra for speed they did not get.

The subscription side of the case was just as central. The FTC alleged that Cleo made it difficult for customers to cancel their subscriptions, kept charging monthly fees after cancellation requests, and in some cases blocked cancellations until outstanding advances were repaid. For a product aimed at people already short of cash, the agency argued, a hard-to-cancel subscription turns a small advance into a recurring charge.

The FTC brought the action for violations of the FTC Act and the Restore Online Shoppers' Confidence Act, which governs online subscription and negative-option billing. The proposed settlement order, filed together with the complaint, prohibits Cleo from misleading consumers about any material terms of its advances, including the amount available and any fees charged. It also requires the company to disclose subscription terms clearly and conspicuously, to obtain consumers' express, informed consent before charging them for a subscription, and to provide a simple way to cancel.

The Cleo payout sits inside a much larger FTC redress programme. The agency noted in its October announcement that FTC actions led to more than $435 million in redress to consumers across the country in 2025, and it maintains interactive dashboards with a state-by-state breakdown of redress in its cases.

Cleo AI Refund: Who Gets Paid and How

Eligibility is narrow and automatic. The payments go to Cleo AI customers who paid for eligible instant cash advances, identified by the FTC from the company's records. There is no application, no claim form and no need to contact the FTC to qualify. If you are eligible, the FTC says, you will have received an email from no-reply@consumersentinel.gov between October 8 and October 26, 2026.

That email is worth checking for carefully, including in spam and promotions folders, especially if you signed up for Cleo with an address you rarely use. The FTC's own refunds page warns that it never asks for payment or personal information, so a genuine notice will not ask you to pay a fee, share a bank password, or click through to "verify" an account. If a message does any of those things, it is not from the FTC.

Payment itself comes through PayPal, starting October 27, 2026. Recipients should accept the payment within 30 days or risk losing it. The FTC has not announced how much each person will receive. Dividing $15.8 million by 2,124,796 payments gives roughly $7.44 on an even split, but that is only arithmetic, not an FTC figure: individual amounts will depend on what each customer paid for eligible advances, and some people will receive more and some less.

If no email arrived by October 26 and no PayPal payment appears, that most likely means you were not identified as eligible for this distribution — for example, because you did not pay for an eligible instant advance. The refund administrator, Rust Consulting, on 1-877-788-4958, is the FTC's named contact for questions about a payment, and the FTC's refund FAQ page answers common questions about its programmes.

One practical point matters for anyone still using a cash-advance app: the settlement does not shut Cleo AI down. It changes what the company must tell customers and how easily they can leave. Anyone still subscribed should check the subscription terms, the express-delivery fee and the cancellation route, and keep a record of any cancellation request.

Reactions and Quotes

The FTC framed the refunds as a straightforward correction. "The Federal Trade Commission is sending more than $15.8 million to consumers impacted by cash advance app company Cleo AI's deceptive claims about the amounts and timing of available cash advances and the company's hard-to-cancel subscriptions," the agency said in its October 8 announcement.

On the original allegations, the agency was blunt: Cleo AI "misled consumers with promises of fast money, advertising access to hundreds of dollars in cash advances when almost no one received even close to the advertised amounts." It added that the company "charged additional hidden fees for same-day or instant cash advances that often would not arrive until the next day" and "made it difficult for users to cancel their subscriptions."

The FTC's consumer warning is equally direct. "The FTC never asks you to pay to get a refund," its Cleo refunds page says. "Don't pay anyone who promises you a refund in exchange for a fee. And don't provide personal information to anyone who contacts you promising a refund."

Cleo AI denied wrongdoing while agreeing to settle, a common pattern in FTC settlements, in which the company pays without the court deciding the allegations. Consumer advocates following the case have said the settlement's cancellation and disclosure requirements matter more than the refund total, because they set the terms on which the company — and, by example, its competitors — must sell advances in future.

Why It Matters

The Cleo case matters for three reasons. First, it puts a number on a widespread consumer frustration: paying for speed and getting delay. Express fees are a core revenue stream for cash-advance apps, and the FTC's allegation that customers paid extra for "instant" money that arrived the next day goes to the heart of the business model. If an advance is not instant, the fee for instant delivery is hard to justify.

Second, it targets the subscription trap. A cash advance is supposed to be a one-off bridge, but a monthly subscription that is hard to cancel turns it into a standing charge on the very people least able to absorb one. The settlement's requirements — clear disclosure, express informed consent before charging, and a simple cancellation route — are now the standard Cleo must meet, and a benchmark other apps will be measured against.

Third, the payout itself is a test of how redress works in practice. More than 2.1 million payments, delivered by PayPal, with a 30-day acceptance window, will only reach consumers who notice the email, trust the payment and accept it in time. Every unaccepted payment is money that does not reach the person it was meant for, which is why the FTC pairs every refund announcement with a scam warning: fraudsters exploit exactly this kind of programme, offering to "help" claim a refund for a fee.

For regulators, the case also fits a broader pattern of scrutiny of fintech products that market themselves as friendly alternatives to traditional lending while charging fees that, in practice, resemble the costs they claim to replace. The FTC's $435 million redress figure for 2025 shows that Cleo is one case among many, but for its 2.1 million customers, it is the one with their name on it.

What Happens Next

PayPal payments are now being sent, and the immediate window is the 30 days from receipt in which each payment must be accepted. Eligible customers should watch for the PayPal payment, accept it promptly, and ignore any message that asks for a fee or account details to release it.

After the distribution, attention will turn to whether Cleo meets the settlement's ongoing requirements on disclosure, consent and cancellation, and whether other cash-advance apps face similar action. The FTC has shown, in this case and others, that it will pursue the advertising of an advance — its size, its speed and its subscription terms — as seriously as the advance itself.
