A woman was shot outside the Republican Party of Virginia headquarters in Richmond on Thursday afternoon, just five days before the November 3 midterm elections — but police say the Richmond shooting had nothing to do with politics, the party, or the election. The victim, described by police as an innocent bystander, was struck in the shoulder outside The Obenshain Center on East Grace Street at about 1:45 p.m. on October 29, 2026, after gunfire erupted from a dispute at a hair salon across the street.

Richmond Police Chief Rick Edwards said the woman suffered non-life-threatening injuries and was expected to survive. She was taken to hospital after people nearby brought her inside the party offices, where staff helped her until first responders arrived. The shooting, in the heart of downtown Richmond in the final days of a heated election campaign, at first looked like it could be a political attack. Within hours, police were clear: it was not.

Key Points

• A woman was shot at about 1:45 p.m. on Thursday, October 29, 2026, directly in front of The Obenshain Center, home of the Republican Party of Virginia offices in Richmond.
• Richmond Police Chief Rick Edwards said the victim was an innocent bystander with non-life-threatening injuries, expected to survive, apparently struck in the shoulder.
• Police say the gunfire came from a dispute at a hair salon across the street, where a woman who remains in custody said she fired in self-defence after a man she had an ongoing dispute with entered the shop.
• Police identified Dorian Evans, 34, of Richmond, as an employee involved in the dispute who fled before officers arrived; he is wanted on charges of attempted murder and use of a firearm to commit a felony.
• Both the police and the Virginia GOP said the shooting was not connected to the party's operations or the November 3 midterm elections, and all party staff were safe.

What Happened

According to the Associated Press and Richmond police, the shooting happened at about 1:45 p.m. on Thursday, October 29, in front of The Obenshain Center in the 100 block of East Grace Street in downtown Richmond. The Republican Party of Virginia said in a statement posted online that a woman was shot immediately in front of the building. First responders reached the scene within minutes.

Frank Loehr, chief financial officer for the Republican Party of Virginia, told reporters he and other staff members were working inside when shots rang out outside. The woman had been speaking with two people who had a booth outside the building — a booth Loehr said was not affiliated with the party — when she was hit. Staff brought her inside, bleeding, and helped her until paramedics arrived. "I was shook up, and I'm still a little shook up," Loehr said.

Chief Edwards said the woman was conscious and moaning in pain, and appeared to have been struck in the shoulder. She was taken to hospital and was expected to survive, police said. Authorities believe the woman simply happened to be on the block when the gunfire crossed the street.

The other side of the story, police said, began inside a hair salon across East Grace Street. A woman inside the salon, who remains in custody, told police a man with whom she had an ongoing dispute had come into the shop and she fired shots in self-defence. Police said an employee and the owner of the salon had an ongoing dispute; the employee showed up in an aggressive manner, and the owner, feeling threatened, fired a gun, according to local reporting of the police account.

Police believe the man inside the business may also have been shot, based on blood found at the scene. Edwards urged that man to turn himself in so he could receive medical care and speak with detectives. Police later identified Dorian Evans, 34, of Richmond, as an employee involved in the dispute who fled before officers arrived. He is wanted on charges of attempted murder and use of a firearm to commit a felony. Police said they were also looking for the other employee involved in the dispute, who may have been shot.

Background: A Shooting at a Political Address, Days Before an Election

The location is what made this shooting national news within hours. The Obenshain Center houses the offices of the Republican Party of Virginia, and the shooting came on Thursday, October 29 — five days before voters across Virginia and the country go to the polls on Tuesday, November 3, 2026, for midterm elections that will decide control of Congress and, in Virginia, a string of state and local contests.

In that context, any gunfire outside a party headquarters invites an immediate question: was this political? The early statements from both sides of that question were unusually aligned. The Virginia GOP said in its statement: "Around 1:45 p.m. today, a woman was shot immediately in front of The Obenshain Center, the offices of the Republican Party of Virginia. City of Richmond first responders were at the scene within minutes. All Republican Party of Virginia staff are safe. The proximity of this event notwithstanding, we have no indication that the shooting was related to the operations of the Republican Party of Virginia."

Party chair Jeff Ryer said that, to the best of his knowledge, the shooting was not connected to the party. Chief Edwards went further, telling reporters the shooting had nothing to do with the upcoming midterm elections. That distinction matters in a week when political tensions are running high: Virginia voters are casting ballots in the final days of early voting, campaigns are holding closing rallies, and the state has already seen a bruising fight over election administration and ballot access.

Richmond itself has also seen its share of gun violence unrelated to politics, as have most American cities, and police were at pains to separate the ordinary — a workplace dispute that spilled onto a public street — from the extraordinary setting in which it happened. The victim, by every police account so far, was not a party worker, not a canvasser for the party, and not a target. She was a passer-by, talking to people at an unaffiliated booth outside the building, when a bullet fired across the street found her.

Richmond Shooting: What Police Have Confirmed — and What They Have Not

What police have confirmed is the core sequence: a dispute at a salon across the street, gunfire, a bystander struck outside the GOP offices, a woman in custody who says she acted in self-defence, and a wanted man who fled. What they have not yet publicly settled is the full chain of who fired, how many shots were fired, and whether the man who fled was himself wounded. Blood at the scene suggests he may have been, but police had not confirmed that as fact at the time of their briefing, only that it was their belief based on the evidence at the scene.

Police have also not released the victim's name, and early reports differed slightly on details such as whether the woman was brought inside by party staff or by canvassers working nearby. Local television reporting said people who were canvassing nearby brought her inside the building, where she received aid until emergency personnel arrived. The party's own account credits its staff with bringing her in. Those accounts are not contradictory — both groups may have helped — but they are a reminder that, in the first hours after a shooting, even the rescue is described from different vantage points.

Nor have police said whether charges will be brought against the woman in custody. Her account — that she fired in self-defence against a man with whom she had an ongoing dispute — will be tested against the physical evidence, witness statements, and the account of the man police are seeking. Self-defence claims in Virginia, as elsewhere, turn on whether the person reasonably believed they faced an imminent threat, and investigators will weigh that against the fact that a bullet crossed a public street and struck someone with no connection to the dispute.

Reactions and Quotes

Richmond Police Chief Rick Edwards was the clearest voice in the first hours, and his message had two parts: reassurance about the victim, and a firm line on motive. "The woman who was shot just happened to be on the block," Edwards said, describing her as an innocent bystander. He said she had been taken to hospital and was expected to survive, and he urged the man believed to have been inside the salon to turn himself in to receive care and speak with detectives.

The Republican Party of Virginia's statement, posted on X, struck a similar note: first responders were at the scene within minutes, all party staff were safe, and the party had no indication the shooting was related to its operations. Frank Loehr, the party's chief financial officer, gave the human detail from inside the building: staff working when shots rang out, a bleeding woman brought inside, first responders arriving quickly. "I was shook up, and I'm still a little shook up," he said — a plain, unpolished reaction that captured how the afternoon felt inside an office that had suddenly become a triage point.

Party chair Jeff Ryer added that, to the best of his knowledge, the shooting was not connected to the party. No elected official had, at the time of writing, publicly linked the shooting to the election campaign, and police explicitly pushed back on any such link. That restraint is itself notable in a campaign week when every incident near a political office risks being pulled into the contest.

Why It Matters

This story matters for two reasons that pull in opposite directions, and both are worth holding at once. First, it is a reminder of how quickly ordinary gun violence can intrude on public life. A dispute between two people in a workplace spilled across a downtown street in broad daylight and put a stranger in hospital. The victim did nothing to invite it, knew neither party to the dispute, and was simply standing outside a building. That randomness — the wrong place at the wrong second — is the part of American gun violence that statistics struggle to capture and that residents of any city recognise instantly.

Second, it matters because of where it happened and when. Five days before a midterm election, a shooting outside a state party headquarters could easily have been read, shared, and reacted to as a political attack before any facts were known. In a campaign season already marked by fierce arguments over ballot access, election security, and political rhetoric, a false motive can travel faster than a police briefing. The speed with which Richmond police and the party itself said "this was not about the election" is therefore not a footnote. It is the central public-service fact of the story, and it is why this article leads with it.

There is also a narrower, practical lesson for campaigns and offices in the final days before November 3. Party headquarters, campaign offices, and canvassing sites are public-facing workplaces, and staff inside them can suddenly find themselves first responders. The Virginia GOP staff who brought a bleeding stranger inside and waited with her until paramedics arrived did, in a small way, what any workplace would hope its people would do. Their account also shows why offices in busy downtown locations need a plan for the moment when the street outside stops being background.

What Happens Next

Police are still seeking Dorian Evans, 34, who fled before officers arrived and is wanted on charges of attempted murder and use of a firearm to commit a felony. His surrender — or arrest — is the next concrete step, and it will also help investigators establish whether he was wounded and what exactly happened inside the salon. Edwards has publicly urged him to turn himself in for medical care and to speak with detectives.

Investigators will also decide what, if anything, to charge the woman who remains in custody, after testing her self-defence account against the evidence. That decision, and any court appearance, will be the next public milestone in the case. The victim's recovery, meanwhile, will be watched by a city that has already heard she is expected to survive — good news that should not obscure that she was shot through no fault of her own.

For the campaign, the shooting is unlikely to change the shape of the final weekend before November 3, precisely because police and the party moved quickly to say it was not election-related. Early voting in Virginia runs through Saturday, October 31, and the closing rallies, canvassing, and get-out-the-vote operations will go on. But the incident will linger as a cautionary tale about how fast a street shooting can be mistaken for something else — and how important the first accurate police statement is.
