September PCE inflation rose to 3.6% in the year to September 2026, the Commerce Department reported on Thursday, October 29, 2026, as fast-rising energy prices pushed the Federal Reserve's preferred inflation gauge to a four-month high just five days before Americans vote in the November 3 midterm elections. The headline Personal Consumption Expenditures price index climbed 0.5% from August, matching economists' expectations, while core PCE inflation, which strips out volatile food and energy prices, rose 0.3% on the month and 3.1% from a year earlier, also in line with forecasts.

Key Points

• Headline PCE inflation rose 0.5% in September from August and 3.6% from a year earlier, up from 3.4% in August and in line with economists' expectations.
• Core PCE inflation, excluding food and energy, rose 0.3% on the month and 3.1% from a year earlier, up from 3.0% in August.
• Consumer spending rose 0.5% in nominal terms but was flat after adjusting for inflation, slowing sharply from August's 0.9% nominal gain.
• September marked the 68th consecutive month in which PCE inflation has run above the Federal Reserve's 2% target.
• The data landed one day after the Fed held interest rates at 3.75% to 4.00%, leaving the December 9 decision as the next big test for policymakers.

What Happened

The Bureau of Economic Analysis released the September Personal Income and Outlays report at 8:30 a.m. Eastern Time on Thursday, alongside its advance estimate of third-quarter gross domestic product. The two releases together form the last full snapshot of the American economy before the midterms, and they told a mixed story: growth is strong, but price pressures are not going away.

The headline PCE index rose 0.5% on the month, the biggest monthly gain in six months, after a 0.3% rise in August. On an annual basis, inflation accelerated to 3.6% from 3.4% in August. Economists polled by LSEG and FactSet had expected exactly those figures, according to Fox Business and CNN, so the report contained no surprise in the headline — but no relief either. The monthly pace, if sustained, would still leave inflation far above the Fed's goal.

Core PCE, the measure Fed officials watch most closely because it strips out the swings in food and energy, rose 0.3% on the month, up from 0.2% in August, and 3.1% from a year earlier, up from 3.0%. That, too, matched expectations. The core reading matters because it is meant to show the underlying trend once the noise is removed — and the trend in September was still upward, not down.

For households, the spending numbers were the sobering part of the report. Consumer spending rose 0.5% in current-dollar terms, slowing from 0.9% in August. Once inflation is stripped out, real consumer spending was flat on the month. In other words, Americans spent more dollars in September largely because things cost more, not because they bought more.

Background/Context

The September inflation picture had been telegraphed by earlier releases. The Consumer Price Index for September rose 0.6% on the month and 3.7% from a year earlier, with energy prices up 5.2% in a single month and petrol prices up 9.1%. Producer prices told an even hotter story: the Producer Price Index surged 1.3% on the month, its largest single-month gain since March 2022, to 6.3% from a year earlier, with final-demand energy prices jumping 10.8%. Economists therefore expected the PCE report to follow the same direction, and it did.

Energy is the thread running through all three reports. CNN attributed the September PCE acceleration to fast-rising gas prices, and Barron's reported that higher energy costs spread across the economy in the Fed's preferred gauge. Oxford Economics analysts had estimated before the release that PCE energy prices rose 5.4% in September, and they cautioned that the artificial-intelligence buildout could keep pushing up prices for computer software and accessories in the months ahead — a reminder that not all of the pressure is coming from the petrol pump.

The longer history is striking. September was the 68th consecutive month in which PCE inflation has exceeded the Fed's 2% target, according to Barron's — nearly six years above target. The gauge has been above 2% since 2021, and the September reading of 3.6% leaves it 1.6 percentage points above the goal. Core PCE at 3.1% is more than a full point above target as well.

The report also completes a data-heavy week. On Wednesday, October 28, the Federal Reserve held its key rate at 3.75% to 4.00% in a 10-2 vote, with Governors Lisa Cook and Beth Hammack dissenting in favour of a quarter-point rise. On Thursday morning, the BEA also reported that real GDP grew at a 3.4% annualised rate in the third quarter, faster than the 3.0% economists had projected, and that weekly jobless claims fell to 194,000. Growth, in other words, is not the problem. Inflation is.

September PCE Inflation: What It Means for the Fed

The September PCE report leaves the Federal Reserve in the same uncomfortable position it was in before the data arrived — and that is precisely why it matters. A hotter-than-expected print might have forced markets to price in a bigger December move; a cooler print might have eased the pressure. An in-line print, hot in absolute terms but exactly as forecast, changes little on the surface while confirming that the inflation problem has not improved.

Before the release, traders had priced roughly an 84% chance of a quarter-point rate rise at the December meeting, according to CME FedWatch data cited in pre-release coverage, and the October Reuters survey of 100 economists had unanimously expected a December increase. Fed Chair Kevin Warsh said after Wednesday's decision that the next six weeks would be, in his words, information rich — and September's PCE reading is a key piece of that information. It does not, on its own, settle the December debate, because the Fed will also see October and November data before it meets on December 8-9.

Northwestern Mutual Wealth Management chief investment officer Brent Schutte warned in comments reported by Barron's that if hot inflation readings continue into November, investors could begin questioning the Fed's commitment to its 2% target, which could lead to pressure for a half-point rise in December rather than a quarter-point one. For now, the Fed is calling for patience. But patience has a cost: every month inflation stays near 3.5% while rates sit at 3.75% to 4.00%, the real, inflation-adjusted policy stance looks less restrictive than the headline rate suggests.

The politics are impossible to ignore either. The PCE and GDP releases are the last major economic data before the November 3 midterms, and they arrive with the average US petrol price at $4.24 a gallon, according to AAA data cited in campaign coverage this week. Affordability has been the central economic argument of the midterm campaign, and a report showing inflation accelerating to a four-month high — even one that matched forecasts — hands both parties fresh material for the final five days.

Reactions/Quotes

The Commerce Department's data spoke first, and the early market and analyst reaction focused on what the report did not change. Barron's noted that the reading came just one day after Fed officials voted to hold rates at 3.75% to 4%, punting any increases to the December meeting, and quoted Warsh's description of the coming six weeks as information rich. The in-line nature of the print meant the December hike debate survived the release intact.

Schutte's warning, reported by Barron's, captured the risk for the Fed if the trend continues: at some point, especially if hot inflation readings arrive in November as they did in October, investors are increasingly likely to begin questioning the commitment to price stability at 2%, which could lead to a need for a half-point hike in December. That is not the market's base case today, but it is the scenario traders will be watching for in the next two inflation reports.

CNN's framing of the same morning's data was blunter about the household experience: the US economy continues to grow at a strong clip, but fast-rising gas prices helped to lift inflation in September to a four-month high. The contrast between strong GDP growth of 3.4% and flat real consumer spending is the tension at the heart of the report — an economy expanding on paper while households feel no richer in real terms.

No new statement from the Federal Reserve accompanied the PCE release itself; the central bank's next scheduled communication on rates comes with the December meeting. The White House and the campaigns had not, in the reporting reviewed for this article, issued a detailed response to the specific PCE figures by publication time, though affordability and energy prices have dominated midterm messaging from both parties all week.

Why It Matters

This report matters for three reasons, and none of them is the headline number alone. First, it confirms that inflation is re-accelerating rather than cooling: headline PCE has moved from 3.4% in August to 3.6% in September, core from 3.0% to 3.1%, and the monthly headline gain of 0.5% was the largest in six months. Direction matters as much as level when the Fed is deciding whether to tighten again.

Second, it shows the squeeze on households in real time. Nominal spending rose 0.5% while real spending was flat, which means the extra dollars Americans spent in September bought no extra goods and services. Combined with the earlier retail data showing petrol station sales up 6.4% in September — the strongest category in the retail report — the picture is of budgets being absorbed by essentials, particularly fuel, rather than by discretionary spending.

Third, it sharpens the December decision. The Fed held rates on Wednesday precisely because it wanted more data before moving again. September's PCE is the first instalment of that data, and it points toward, not away from, a December rise. If October's data, due in late November, repeats September's pattern, the case for a rise becomes difficult to resist — and the debate may shift from whether to hike to how much.

What Happens Next

The calendar from here is crowded. The Federal Reserve's next policy meeting is December 8-9, and before then policymakers will receive October's CPI and PCE reports, the November employment data, and the second estimate of third-quarter GDP on November 25. Each release will either reinforce September's message or soften it.

Markets will also watch the corporate earnings season's final stretch: Amazon and Intel report after the close on Thursday, October 29, and their results and guidance will test whether consumer and business spending can hold up under higher prices and higher rates. The Employment Cost Index, due Friday, October 30, is another key input for the Fed, because wage growth feeds directly into services inflation.

For voters, the next economic data point that matters is not a release at all — it is the petrol pump and the grocery bill in the five days before November 3. The September PCE report will not change what households pay this week, but it will frame the argument both parties make about why prices are where they are, and who is to blame.

Frequently Asked Questions

What is PCE inflation?

The Personal Consumption Expenditures price index, published by the Bureau of Economic Analysis, measures changes in the prices of goods and services bought by American consumers. It is the Federal Reserve's preferred inflation gauge for its 2% target.

What did the September 2026 PCE report show?

Headline PCE rose 0.5% on the month and 3.6% from a year earlier, up from 3.4% in August. Core PCE, excluding food and energy, rose 0.3% on the month and 3.1% from a year earlier, up from 3.0%. Both figures matched economists' expectations.

Why did inflation rise in September?

Higher energy costs were the main driver. September CPI data showed energy prices up 5.2% on the month and petrol up 9.1%, and producer prices surged 1.3% on the month, with energy up 10.8%. Those pressures fed through into the PCE index.

What does this mean for interest rates?

The Fed held rates at 3.75% to 4.00% on October 28 and meets again on December 8-9. Before the PCE release, markets priced roughly an 84% chance of a December quarter-point rise. An in-line but hot PCE print keeps that debate alive rather than settling it.

Did consumer spending hold up in September?

In nominal terms, spending rose 0.5%, slowing from 0.9% in August. After adjusting for inflation, real spending was flat — meaning Americans spent more dollars but bought no more in real terms.
