An off-duty FBI agent shot and killed a man who was allegedly firing a gun into a homeless encampment in Chicago on Monday evening, October 26, 2026, in a Chicago FBI agent shooting that has reignited the national argument over immigration enforcement, sanctuary policies and who investigates deadly force by federal agents. The man killed was identified by the Cook County medical examiner's office as 27-year-old Oscar D. Isaya-Corrales, a Venezuelan national, and no one else was reported injured.

The shooting happened at about 5:30 p.m. near West 18th Street and South Union Avenue in the Pilsen neighbourhood, on Chicago's Lower West Side. The FBI says its agent was driving home alone in a Bureau-issued vehicle when he saw a man discharging a firearm into a group of people. The agent got out of his vehicle and shot the man, who later died at Stroger Hospital. The bureau's Inspection Division is now reviewing the shooting, and a Chicago alderman is demanding an independent investigation instead.

Key Points

• An off-duty FBI agent shot dead Oscar D. Isaya-Corrales, 27, near West 18th Street and South Union Avenue in Chicago's Pilsen neighbourhood at about 5:30 p.m. on Monday, October 26, 2026.
• The FBI says the agent saw Isaya-Corrales fire at least two shots into a homeless encampment and intervened to stop what it called an ongoing threat; no other injuries were reported and the agent was not hurt.
• Isaya-Corrales was taken into custody at the southern border in October 2023 and later released into the United States, federal authorities say, and the Department of Homeland Security says an ICE detainer lodged in December 2025 was ignored.
• The Department of Homeland Security praised the agent's actions on October 28, while the White House said the man "should have never been in our country"; federal officials stress the incident was not an immigration enforcement operation.
• Byron Sigcho-Lopez, alderman for Chicago's 25th Ward, has asked the Illinois attorney general and the Cook County state's attorney to investigate independently, arguing the FBI cannot credibly investigate itself.

What Happened

According to the FBI, the agent was off duty and driving home when he encountered the shooting in progress. "On Oct. 26 at approximately 5:30 pm near West 18th and South Union Avenue in Chicago, an off-duty FBI agent observed an unknown individual discharging a firearm into a group of innocent people, firing at least two shots," an FBI spokesperson said. "In an effort to stop the ongoing threat, the agent engaged with the individual, who is confirmed deceased."

Chicago police officers responded to the area to document the scene, and Illinois State Police helped with traffic control, according to local reporting. Video from the scene showed what appeared to be a gun beneath an e-bike, ABC7 Chicago reported, and court and address records listed a nearby shelter as Isaya-Corrales's home address. The Cook County medical examiner's office identified the man killed as Oscar D. Isaya-Corrales, aged 27.

Newsmax, citing federal law enforcement sources, reported that the agent had been driving home from work when he spotted Isaya-Corrales firing into a group of people near 18th Street and Union Avenue, exited his vehicle and shot him, and that Isaya-Corrales later died at Stroger Hospital. The agent was not injured. Authorities have not released the agent's name or any further details about what led up to the moment he opened fire, and the FBI review remains ongoing.

One point federal officials have repeated is that the shooting was not part of an immigration operation. The Department of Homeland Security confirmed to the Daily Caller that Immigration and Customs Enforcement "was not involved in the incident on Oct. 26th," and federal law enforcement sources told Fox News the deadly encounter was an unrelated incident that happened while the agent was off duty.

Background and Context

Isaya-Corrales was from Venezuela, the FBI said, and was taken into custody at the southern border in 2023 before being released into the United States. Federal authorities say he was apprehended at the southern border in October 2023 and subsequently released during the Biden administration. That claim has become the political centre of the story, because the Department of Homeland Security used it on October 28 to argue that earlier releases put the public at risk.

In a post on X on October 28, the Department of Homeland Security said: "This monster, who was seen shooting into a homeless encampment, was RELEASED by the Biden administration into our country, completely unvetted. Oscar Daniel Isaya Corrales is a criminal illegal alien from Venezuela with previous arrests for domestic violence, criminal damage to property, felony retail theft, driving with an expired license, marijuana possession, and several traffic misdemeanors. Isaya Corrales illegally entered the United States through the southern border in October 2023. In December 2025, ICE lodged a detainer against Isaya Corrales. Sanctuary officials in Blue Island, Illinois, IGNORED ICE's detainer and released this criminal illegal alien back into the community to reoffend. God bless this FBI agent for their heroic action."

Other reporting gives a partly different account of the detainer episode, and the discrepancy matters. Fox News, citing federal law enforcement sources, reported that Isaya-Corrales had previously been arrested in California and released despite an ICE detainer, but said the circumstances of that arrest, including the charges and which California jurisdiction released him, were not immediately available. The Department of Homeland Security, by contrast, names Blue Island, Illinois, a suburb south of Chicago, as the jurisdiction that ignored the December 2025 detainer. No document settling which account is correct has been made public, and this article does not treat either version as confirmed beyond the attribution given.

What is documented in Illinois court and police reporting is a more recent criminal history in the state. The Chicago Sun-Times reported that Isaya-Corrales had been arrested in May for allegedly attempting to steal five necklaces worth nearly $320 from a Nordstrom store near the Magnificent Mile, and that police found him carrying a Guatemalan passport that did not belong to him, although authorities could not immediately determine whether it had been stolen. A warrant was issued on June 1 after he failed to appear in court, and he had previously faced a criminal damage charge involving a woman's windshield, a case that was later dropped.

The shooting also lands in a city where federal immigration enforcement has been a running flashpoint all year. Chicago is a sanctuary city, its leaders have repeatedly clashed with the Trump administration over enforcement tactics, and two US citizens were killed in Minneapolis during federal immigration enforcement operations earlier in 2026, according to reporting on the wider debate. Against that background, any fatal shooting involving a federal agent, even one described as off duty and unrelated to enforcement, is examined closely by local officials and residents alike.

Chicago FBI Agent Shooting: What the FBI Has — and Has Not — Said

The FBI's public account so far is short: an off-duty agent, driving home alone in a Bureau-issued vehicle, saw a man firing into a group of people, intervened, and shot him. The bureau says its Inspection Division has opened a review, its standard oversight channel for deadly-force incidents involving agents. "The FBI takes all shooting incidents involving our agents or task force members seriously," the agency said.

What the bureau has not said is almost as notable. It has not named the agent, described his assignment, said whether any body-camera or vehicle-camera footage exists, or given a fuller timeline of the seconds before the shots. It has not said how many rounds the agent fired, whether Isaya-Corrales's weapon was recovered, or whether anyone in the encampment has given a statement. Chicago police said only that their officers responded to document the scene, which suggests the federal review, not a city homicide investigation, is leading the inquiry.

That gap is precisely what the local alderman is challenging. Sigcho-Lopez is asking investigators to determine what happened in full, and he has called on Chicago police to preserve all evidence, including body-camera footage and witness statements, while also calling on the city to review its work with federal agencies, beginning with Chicago Police Department task force agreements. Until the Inspection Division's findings, or an independent review, are released, the public record rests on the FBI's brief statement, the Department of Homeland Security's political framing, and local reporting from the scene.

Reactions and Quotes

The White House moved quickly to praise the agent and blame earlier immigration policy. White House spokeswoman Lauren Bis told the Daily Caller: "This is yet another reminder of what the radical open-border Democrats did to our country. Biden released this criminal illegal alien into American communities and then Illinois sanctuary politicians released him from jail after his criminal arrest." She added: "The twice-released criminal illegal alien should have never been in our country and able to commit this heinous crime. This off-duty FBI agent acted bravely and saved innocent lives."

The Department of Homeland Security struck the same note on X, calling the agent's actions heroic and saying sanctuary officials had ignored the ICE detainer. That framing treats the shooting as a consequence of release decisions made in 2023 and again after the December 2025 detainer, a chain that, as noted above, has not been fully documented in public records.

From Chicago's side, Alderman Byron Sigcho-Lopez took a different position, focusing on accountability rather than immigration status. "We still don't know what led an FBI agent to fatally shoot a man in Pilsen on Monday, but one thing is certain: the FBI and its own Inspection Division cannot, under any circumstances, conduct a thorough, credible investigation of itself," he said in a statement, asking the Illinois attorney general and the Cook County state's attorney to conduct an independent investigation.

Residents of Pilsen spoke about fear in the neighbourhood itself. Joe Ramirez, 77, told the Sun-Times that crime and violence had made him consider selling the home where he has lived for 46 years. "I can't live around stuff like that," Ramirez said. Newsmax reported that the shooting has renewed concerns among some Pilsen residents about neighbourhood safety, a reminder that for people living near 18th and Union, the story is not only about federal policy but about whether a street corner and an encampment full of vulnerable people are safe at dusk.

Why It Matters

The case matters for three reasons that pull in different directions. First, if the FBI's account is borne out, an off-duty agent stopped a man firing into a crowd of people with nowhere to run, and no bystander was hurt. Homeless encampments are among the most exposed places in any city, and the people in them are often the least able to flee gunfire or to call for help.

Second, the case tests how deadly force by federal agents is investigated. When a city police officer shoots someone, an independent or civilian body often reviews it; when an FBI agent shoots someone, the bureau's own Inspection Division leads. Sigcho-Lopez's argument is that self-investigation is not enough, especially in a city where trust between residents and federal agencies is already strained. Whether the Illinois attorney general or the Cook County state's attorney takes up his request will set a precedent for future agent-involved shootings in Chicago.

Third, the case arrives six days before the November 3 midterm elections, in the middle of a campaign fought heavily over immigration, crime and the cost of living. The Trump administration is using the shooting to argue that sanctuary policies and Biden-era border releases endanger Americans; critics will argue that the administration is using an unproven chain of release decisions to score a political point before the facts are established. Voters in Illinois and beyond will hear both arguments, and the full record, when it emerges, may support neither side completely.

What Happens Next

The FBI's Inspection Division review is ongoing, and no timeline for its findings has been announced. Sigcho-Lopez's request for an independent investigation by the Illinois attorney general and the Cook County state's attorney has not yet produced a public response from either office, and it is not clear whether either has jurisdiction to compel a federal review.

Several questions remain open. Investigators will need to establish how many shots each man fired, whether Isaya-Corrales's gun was recovered and what it shows, what witnesses in the encampment saw, and whether any video exists from the agent's vehicle, nearby cameras or bystanders. The detainer dispute also needs documents: which jurisdiction held Isaya-Corrales, when the December 2025 detainer was lodged, and what happened after it. Until those records appear, the "twice-released" claim should be read as the Department of Homeland Security's characterisation, not as an established fact.

Chicago police are expected to preserve the evidence they documented at the scene, and the city may face a separate debate over its task force agreements with federal agencies, which Sigcho-Lopez has asked it to review. For now, the encampment at 18th and Union remains a crime scene in memory if not in tape, and the people who lived there have lost whatever fragile security they had.

Frequently Asked Questions

Who was killed in the Chicago FBI agent shooting?

Oscar D. Isaya-Corrales, a 27-year-old Venezuelan national, was shot dead by an off-duty FBI agent near West 18th Street and South Union Avenue in Chicago's Pilsen neighbourhood on Monday, October 26, 2026. The Cook County medical examiner's office confirmed his identity.

What does the FBI say happened?

The FBI says the agent was off duty and driving home alone in a Bureau-issued vehicle when he saw a man firing at least two shots into a group of people at a homeless encampment. The agent exited his vehicle and shot the man to stop what the bureau called an ongoing threat. The bureau's Inspection Division is reviewing the shooting.

Was this an immigration enforcement operation?

No, according to federal officials. The Department of Homeland Security confirmed ICE was not involved in the October 26 incident, and federal law enforcement sources told Fox News the encounter was unrelated to immigration enforcement. The agent was off duty when he intervened.

Why is the case politically controversial?

The Department of Homeland Security says Isaya-Corrales entered the US in October 2023 and was released under the Biden administration, and that an ICE detainer from December 2025 was ignored. The White House calls him "twice-released." Fox News sources instead pointed to a California release after an ICE detainer, with details unclear, so the exact release chain is not yet publicly documented.

What happens next?

The FBI Inspection Division review continues, Alderman Byron Sigcho-Lopez has asked the Illinois attorney general and Cook County state's attorney for an independent investigation, and Chicago police have been asked to preserve all evidence, including body-camera footage and witness statements. No findings or timeline have been announced.
