New claims for unemployment benefits in the United States fell to 194,000 in the week ending October 17, the lowest level since July, in the latest sign of a labour market that is holding steady without hiring much. US Jobless Claims are now the clearest weekly read on layoffs, and this week's number says employers are still reluctant to cut staff — even as jobseekers find it harder to land a new role.

The drop comes on the morning of a Federal Reserve decision, with the central bank due to announce its October interest-rate call at 2 p.m. ET on Wednesday, October 28, followed by a news conference from Fed Chair Kevin Warsh at 2:30 p.m. ET. Markets widely expect no change this time, but every jobs and inflation number is being read for clues about what comes next.

Key Points

• Initial jobless claims fell to 194,000 in the week ending October 17, down 6,000 from the prior week's revised 200,000.
• That is the lowest weekly total since the week of July 18, when claims dropped to 189,000, and the four-week average eased to 197,750.
• Continuing claims moved the other way, rising 25,000 to 1.728 million in the week ending October 10 — a sign that finding a new job is taking longer.
• September payrolls grew by just 29,000 and unemployment ticked up to 4.2%, while September inflation accelerated to 3.7%.
• The Fed is expected to hold rates at 2 p.m. ET today, with traders putting a 91% chance on no change, and Alphabet and Microsoft report earnings after the close.

What Happened

The Labor Department reported 194,000 initial claims for unemployment insurance in the week ending October 17, on a seasonally adjusted basis. The figure beat the market forecast of about 200,000 and reversed the previous week's increase. Before seasonal adjustment, initial claims fell by 19,321, a larger drop than the 14,179 that seasonal factors had anticipated, and unadjusted claims also remained below their levels a year earlier.

The four-week moving average, which smooths out weekly noise, slipped to 197,750. Through the year, weekly claims have never risen above 230,000 in any single week, according to Policy Wire's summary of the data — a historically low range that points to layoffs staying subdued.

The other half of the report was less reassuring. Continuing claims, which count people still collecting benefits after their first week, rose by 25,000 to 1,728,000 in the week ending October 10. Their four-week average edged up 4,000 to 1,711,000, while the insured unemployment rate held steady at 1.1%. Because continuing claims lag initial claims by a week, they describe a slightly older picture — but they are the number that matters most to workers already out of a job.

Stocks inched higher at the opening bell on October 28 as traders waited for the Fed. The S&P 500 was up 0.2% at the start of trading, the Dow Jones was up 0.1%, and the tech-heavy Nasdaq was up 0.4%, according to USA TODAY's live coverage.

Background and Context

The claims data land in the middle of a mixed run of economic releases. The September jobs report, released on October 2, showed employers added just 29,000 jobs — 46,000 in the private sector and 17,000 fewer in the public sector — against a consensus expectation of about 85,000. The unemployment rate ticked up to 4.2% from 4.1% in August.

Revisions made the picture softer still. July and August payrolls were revised down by a combined 60,000, leaving the three-month average of job gains at 51,000. The biggest September gains came in health care, up 17,000, construction, up 11,000, and manufacturing, up 9,000. One summary of the year's data puts average monthly job creation in 2026 at 68,000, an improvement on the sluggish average of just 9,700 a month in 2025, when high interest rates and unpredictable trade policy discouraged hiring.

Pay is also lagging prices. Average hourly earnings rose 3.0% over the year to September, the slowest pace since May 2021, and real average hourly earnings fell 0.7% over the year once inflation is accounted for. The September consumer price index accelerated to 3.7% year over year, up from 3.4% in August, with energy up 20.4% over the year and gasoline up 34.2%. Core inflation, which strips out food and energy, stood at 2.6%. The Fed's preferred inflation gauge, the personal consumption expenditures index, was running at 3.4% headline and 3.0% core in the most recent report covered by Zacks.

That combination — soft hiring, low layoffs, and inflation still well above the Fed's 2% target — is why economists keep reaching for the same phrase: a low-hire, low-fire labour market. Companies are holding on to the workers they have, but they are cautious about expanding payrolls. For workers, a low claims number is reassuring, but it does not necessarily mean changing jobs or entering the workforce has become easier.

US Jobless Claims: What the 194,000 Figure Really Means

Initial claims are best read as a layoff gauge, not a hiring gauge. A fall to 194,000 says very few people are newly losing their jobs. It says much less about how quickly unemployed workers are being rehired — and that is where continuing claims come in. When continuing claims rise even as initial claims fall, the story is that the door out of employment is narrow, but the door back in is slow.

The level matters too. Claims near 194,000 sit close to the lowest readings in decades. The July 18 week, at 189,000, broke a record dating back to 1969, according to USA TODAY's account of the data. One LinkedIn news summary described the current position as a labour market hovering near an almost 60-year low for weekly claims, while noting that layoff rates have dipped over the past year and open positions have held fairly level.

Context from the September report reinforces the point. Private payrolls grew by 46,000 — more than enough to meet the roughly 15,000 jobs a month estimated to be needed to maintain full employment at current levels, as Zacks noted — yet the headline fell far short of expectations because the public sector shrank. The market cheered the softer report at the time because it dampened expectations for another rate rise, but a soft report is not the same as a strong one.

Reactions and Quotes

Kory Kantenga, LinkedIn's head of economics for the Americas, struck a cautious note in a note cited by USA TODAY: "Unemployment remains low, private payrolls are still growing, and LinkedIn data point to a labor market that remains steady, while the latest CPI report points to greater inflation risk." He added: "Taken together, the data give the Fed more reason to remain vigilant on inflation than to react to one soft jobs report."

New York Times economics writer Ben Casselman offered a blunter summary, describing the labour market as "steady but stagnant" and noting "the slow pace of wage growth" despite rising prices, according to the LinkedIn summary of his comments. That split — stable employment, stagnant pay — is the lived experience behind the headline numbers, with real earnings falling while headline inflation runs at 3.7%.

Market reaction on Wednesday morning was muted rather than euphoric. Stocks edged up, but traders were clearly waiting for the Fed's statement and for Warsh's press conference, as well as for earnings from Alphabet and Microsoft after the close, before making bigger bets.

Why It Matters

Wednesday's Fed decision is the final rate call before the November 3 midterm elections, which gives it political weight as well as economic weight. In September the Fed raised rates by 25 basis points, taking the target range to 3.75% to 4.00%, its first rise in three years, against inflation running significantly above its 2% target. A hold today would leave that stance in place while the central bank watches whether inflation cools or hiring weakens further.

For households, the stakes are concrete. If layoffs stay low, most workers keep their incomes. But if hiring stays slow and wage growth at 3.0% trails price growth, household budgets still get squeezed — and the rise in continuing claims suggests workers who do lose their jobs are waiting longer for the next one. High mortgage costs compound the pressure: recent coverage notes homebuyers facing loan rates of up to 7% alongside high house prices.

For the Fed, the claims data cut both ways. Low initial claims argue against urgent easing, because the labour market has not cracked. Rising continuing claims and soft payrolls argue against further tightening, because the hiring engine is already cool. That tension is exactly why traders expect patience today and a lively press conference afterwards.

What Happens Next

The Fed announces its decision at 2 p.m. ET on October 28, with Warsh speaking at 2:30 p.m. ET. Any hint about the December meeting — earlier previews noted that economists expected a December move even while expecting a hold in October — will move markets more than the hold itself, if a hold is what comes.

Alphabet reports after the close on Wednesday and Microsoft does the same, with Amazon and Apple due on Thursday, in a week that will test whether huge artificial-intelligence spending is paying off. The next jobless claims report arrives on Thursday, October 29, at 8:30 a.m. ET, covering the week ending October 24, and will show whether the fall to 194,000 holds or reverses.

Readers should watch three numbers in that next release: the headline initial claims figure, the four-week average, and continuing claims. If initial claims stay near 194,000 but continuing claims keep rising, the low-hire, low-fire story hardens. If continuing claims turn down as well, the labour market looks healthier than the September payrolls suggested.

Frequently Asked Questions

What are US jobless claims?

They are new applications for unemployment insurance, reported weekly by the Labor Department. Initial claims count people filing for the first time; continuing claims count people still collecting benefits after their first week.

Why did claims fall to 194,000?

The Labor Department reported 194,000 initial claims in the week ending October 17, down 6,000 from a revised 200,000 the week before. The fall points to layoffs remaining subdued, with employers largely retaining existing workers despite economic uncertainty.

Does a low claims number mean the job market is strong?

Not on its own. Low initial claims mean few people are losing jobs, but September payrolls grew by only 29,000 and continuing claims rose to 1.728 million, showing hiring is sluggish and re-employment is taking longer.

What does this mean for the Fed's October decision?

Traders widely expect the Fed to hold rates at its October 28 meeting, with CME FedWatch putting a 91% chance on no change. Low layoffs reduce the urgency to cut, while soft hiring and 3.7% inflation argue for vigilance rather than fresh tightening.

When is the next jobless claims report?

Thursday, October 29, at 8:30 a.m. ET, covering the week ending October 24. It will be the first fresh labour data after the Fed's decision.
