FEC hacking outage news broke on October 27, 2026, when Reuters reported that a hacker or hackers had targeted the United States Federal Election Commission's electronic filing system, forcing the agency to take the system offline just one week before the November 3 midterm elections. The disruption has blocked the late-campaign spending reports that journalists, watchdogs and voters use to see who is paying for the final wave of political advertising, and it arrives at the most expensive moment of the most expensive election in American history.

The Federal Election Commission, known as the FEC, does not run elections and does not count votes. Its job is disclosure: it collects and publishes the fundraising and spending reports filed by candidates, parties, political action committees and other political groups. When its filing system goes dark, that public record stops updating, even though voting itself is unaffected. The agency said its staff were working to restore service, but at the time of the Reuters report it had given no timetable for a return and had declined to comment further.

Key Points

• Reuters reported on October 27, 2026 that the FEC's electronic filing system was targeted by a hacker or hackers, citing an email seen by the news agency.
• An FEC electronic filings officer wrote that a "bad actor" was attempting to breach FEC systems, and that web-facing services had been temporarily shut down as a result.
• The filing system had been down since about 10 p.m. ET on Monday, October 26, according to an FEC status message, and was still offline on Tuesday.
• The outage prevents organisations from filing 24-hour and 48-hour spending reports, the late-campaign disclosures that show spending on specific races.
• The FEC said past reports remain searchable, that it does not administer elections, and that the outage should have no effect on voters' ability to cast ballots.

What Happened

According to Reuters, the trouble began late on Monday night, when campaign finance officers found they could not file mandatory reports. The FEC then posted a notice saying its electronic filing system was offline. "At this time, the FEC's electronic filing system is currently offline and our IT staff are actively working to restore service," the agency said in a statement quoted by Reuters. Users could still search the website for past reports, the FEC said, but new filings could not be submitted through the system.

The most revealing detail came from an internal email seen by Reuters. An FEC electronic filings officer told several campaign compliance firms that night: "We have a bad actor attempting to breach FEC systems. As a result, we've had to temporarily shut down our web facing services." That wording matters. It describes an attempted breach and a defensive shutdown, not a confirmed break-in. The reporting available so far does not establish that an attacker successfully accessed, altered or stole FEC records, and readers should not treat the shutdown alone as proof of a successful hack.

The Cybersecurity and Infrastructure Security Agency, the federal agency that helps protect critical systems, referred questions to the FEC, Reuters reported. The FBI did not immediately return messages seeking comment. The FEC itself declined further comment beyond its statement that the system was offline and that staff were working to restore it.

Background and Context

The FEC was created to bring sunlight to campaign money. Candidates, parties and political committees must regularly report who gave them money and how they spent it, and the FEC publishes those reports in a searchable public database. In the final weeks of a campaign, that disclosure speeds up. Certain large contributions and independent expenditures must be reported within 24 or 48 hours, precisely so the public can learn about last-minute spending before voting ends, rather than weeks afterwards.

That is why the timing of this outage is so sensitive. The November 3 midterms will decide whether President Donald Trump's Republicans keep their majorities in Congress for the next two years. Early voting is already under way in many states, and the final week is traditionally when super PACs and other outside groups pour money into television, digital and mail advertising in the closest races.

Super PACs can accept unlimited amounts of money from wealthy individuals and corporations and can spend as much as they want on campaigns, provided they do not coordinate directly with candidates. Dark-money groups, a related category, can spend heavily while keeping many of their donors out of public view. Together, those groups have driven spending in 2026 to record levels, which makes a gap in the disclosure record harder to fill from any other single source.

FEC Hacking Outage: What Reports Are Blocked, and What Is Not

The reports blocked by the outage are the 24-hour and 48-hour spending reports. Reuters described them as the filings that show how much political groups and others are spending on specific races. For a voter trying to answer a simple question — who just paid for the attack advertisement that appeared on television last night? — those are often the only timely public answer.

What is not blocked, according to the FEC, is access to the historical record. Past reports remain searchable on the agency's website, so researchers can still look up earlier fundraising, earlier spending and earlier donor lists. What they cannot do is see the newest filings until the system returns, and they cannot file new reports on time while it stays down.

The outage also does not affect the act of voting. The FEC does not administer elections, run polling places, count ballots or certify results; those functions belong to state and local election officials. Reuters stressed that point explicitly: the outage should have no effect on voters' ability to cast ballots. Any claim that the filing-system shutdown stops people voting, changes votes or alters results is not supported by the reporting.

Reactions and Quotes

"I've never seen this in 26 years," said Steven Mele, president and chief executive of political finance compliance firm MBA Consulting Group. "The result is there will be less disclosure on the elections" until the system is fixed, he told Reuters. Mele's point is practical rather than partisan: compliance professionals file these reports for a living, and a system that has worked through many election cycles going dark in the final week is, in his experience, unprecedented.

"It's a big deal," said Brendan Glavin, research director at the nonpartisan campaign watchdog group OpenSecrets. "These are the key reports that tell us what is happening," Glavin said. "In the last days of the election this is the only way for us to keep track of where the money's being spent" and who is spending it. For watchdog groups, journalists and rival campaigns alike, those reports are the raw material for tracking a race in real time.

The FEC's own public language has been deliberately narrow. It has confirmed the system is offline, said staff are working to restore service, noted that past reports remain searchable, and declined further comment. It has not named a suspect, described the attack method, or said whether any data were accessed. The Cybersecurity and Infrastructure Security Agency and the FBI have likewise not publicly characterised the incident beyond the referrals and non-responses reported by Reuters.

Why It Matters

Campaign disclosure is often described as boring paperwork, but in the final week of a record-spending election it is one of the few tools that lets voters connect an advertisement to its funder before they vote. Without the 24-hour and 48-hour reports, a super PAC can spend heavily in a close Senate or House race and the public may not see the filing until after the election, when the information can no longer inform a vote.

The scale of the money at stake makes that gap larger than in an ordinary year. Political ad tracker AdImpact told Reuters that the midterms are now the most expensive US election in history, with roughly $11.21 billion spent on advertising and future reservations so far. That has already surpassed the previous record set in the 2024 elections, when $11.2 billion was spent on all races, including $3.2 billion on the presidential race between Trump and former Vice President Kamala Harris.

OpenSecrets data underline the pace of the final stretch. Glavin said super PACs and dark-money groups have spent an average of more than $50 million per day over the last week, with more than $250 million in spending reported on October 20 alone. When spending moves that fast, even a day or two without fresh filings can leave a large share of the final advertising push unaccounted for in public until the system recovers.

The incident also raises a longer-term question about the resilience of election-adjacent systems. The FEC's filing platform is not a voting system, but it is part of the infrastructure of public trust in elections. A successful attempt to disrupt it, even without a proven breach of data, shows that disclosure itself can become a target in a close, high-spending campaign, and it is likely to prompt questions in Congress about backup filing methods, contingency deadlines and public communication when the system fails.

What Happens Next

The immediate question is when the filing system comes back online and how the FEC handles the backlog. The agency has not announced a restoration time, a backup filing route or any change to reporting deadlines in the Reuters report. Campaign finance officers will be watching for an all-clear notice, and for guidance on whether late filings caused by the outage will be treated differently from ordinary late filings.

Once the system returns, watchdogs and newsrooms are likely to publish a catch-up picture of late spending, comparing the newly filed reports with the advertising already observed on air and online. That comparison may reveal which races saw the heaviest last-minute spending and which groups were behind it, but it will arrive after some voters have already cast early ballots.

Investigators will also be asked to clarify what actually happened: whether this was a single attempted intrusion, a sustained campaign of hacking attempts, or something else, and whether any FEC data were accessed. Until the FEC, the Cybersecurity and Infrastructure Security Agency or the FBI say more, the responsible description remains the one in the reporting — an attempted breach that led the FEC to shut down its web-facing services — rather than a confirmed hack of voter or campaign data.
