Democrats head into the final week of the 2026 midterm campaign with a clear but fragile advantage, according to the latest NPR/PBS News/Marist poll, which puts them eight points ahead of Republicans on the generic congressional ballot among likely voters — even as the same survey warns that the size of any Democratic wave is far from guaranteed. With one week to go before Election Day on Tuesday, November 3, 2026, Democrats are also taking no chances with the count itself: a congressional election protection task force, built over months of tabletop exercises, is preparing for challenges that could run from a single polling place to the seating of a new Congress.

Key Points

• The NPR/PBS News/Marist poll, conducted October 19-20 among 1,289 registered voters, gives Democrats a 52% to 44% lead among likely voters — an 8-point advantage, down from 12 points last month but within the margin of error.
• President Donald Trump's job approval stands at 40% among likely voters, with 59% disapproving, and 44% say their vote is cast against Trump rather than for him.
• More than 30 million ballots have already been cast nationwide, and the roughly one in five likely voters who have already voted favour Democrats 68% to 31%.
• Democrats in Congress have built an election protection task force, announced by Senate Minority Leader Chuck Schumer in April, which has war-gamed roughly 100 scenarios, from a problem at one polling site to troops being ordered to voting sites nationwide.
• Structural obstacles remain: redistricting after the 2020 Census and mid-decade Republican redraws have tilted the House map toward Republicans, and Democratic voters themselves are notably nervous — only 81% of Democratic likely voters think their candidate will win, against 98% who will vote for one.

What Happened

The poll, released on Monday, October 26, is the latest in a series Marist has conducted since last November, and Democrats have led on the generic ballot every time. Among registered voters the lead is 10 points; among likely voters, the group pollsters consider most predictive this close to an election, it is 8 points. That is down from 12 points among registered voters last month, but the shift sits inside the survey's margin of error — plus or minus 3.7 points for registered voters and 3.8 points for likely voters.

The numbers behind the headline are striking. Among likely voters, 52% say they would back the Democratic candidate in their congressional district if the election were held today, while 44% would back the Republican. Independents break for Democrats by 13 points. And enthusiasm, often the hidden variable in midterm elections, currently favours Democrats: 71% of Democratic likely voters say they are very enthusiastic about voting, compared with 61% of Republicans and 48% of independents.

Trump's standing drives much of the picture. Among registered voters, 38% approve of his job performance and 61% disapprove; among likely voters, the figures are 40% and 59%. His favourability rating is lower still: just 37% of likely voters have a favourable impression of him, against 59% unfavourable. Asked about the meaning of their own vote, 44% of likely voters said it would be cast against Trump, compared with 21% voting for him, even though Trump is not on the ballot. A further 55% said it was more important to support candidates offering new ideas and change than to back incumbents.

Early voting may already have banked part of the Democratic lead. According to the University of Florida Election Lab, more than 30 million ballots had already been cast nationwide ahead of the poll's final week — more than 15.1 million by mail and 15.5 million in person. About one in five likely voters in the Marist survey said they had already voted, and that group favours Democrats 68% to 31%. Those who have yet to vote are evenly split, 48% to 48%. Republicans are counting on Election Day itself: half of Republican likely voters plan to vote in person on November 3, compared with 31% of Democrats.

Background and Context

History says a lead of this size should mean a good night for Democrats. In October 2018, Democrats held a 9-point edge among likely voters before picking up 40 House seats. On average, their generic-ballot lead was plus 7 in 2018 and plus 12 in 2006; in both years they won the House with at least 30 seats flipped. Marist director Lee Miringoff summed up the current picture in terms of crossover voting: "The underlying factor is that Democrats are getting more Republicans than Republicans are getting Democrats. So there's a net advantage just from some partisan crossover, not enormous." Add independents breaking for Democrats by double digits, he said, and Democrats "should have a good night."

But the map has changed since those wave years. Regular redistricting after the 2020 Census, followed by rare mid-decade redistricting in the last year and a half after Trump asked Republican states to redraw their maps to add Republican seats, has tilted congressional seats in Republicans' direction nationally. Democrats followed suit in states they control, but the net effect, pollsters say, still gives Republicans a relative structural advantage. That helps explain the nervousness inside the Democratic numbers: while 98% of Democratic likely voters say they will vote for a Democrat, just 81% believe the Democrat will win — a 17-point gap. Republicans are only 10 points less likely to believe their candidate will win.

The economy dominates voters' concerns. About one-third of registered voters reported financial hardship in the past year, and four in ten said their personal finances had worsened, with the cost of living the top concern across the political spectrum. Beyond economics, preserving democracy resonated most with Democrats and independents, while immigration was the leading concern among self-described MAGA supporters.

Democrats Midterm Poll Lead: The Task Force Behind the Scenes

Running alongside the campaign is a quieter, more institutional effort. Senate Minority Leader Chuck Schumer announced the election protection task force in April on the Senate floor, describing its goal in these terms: "The goal of our task force is to ensure that every vote counts and every American can participate in our democracy without coercion, intimidation or threats from Donald Trump or anyone else."

The task force brings together lawmakers, congressional staff and outside experts. In tabletop exercises and regular in-person planning sessions, its members have prepared to respond to roughly 100 potential election threats, ranging from issues at a single polling site to the president ordering troops to voting sites nationwide. Members of the group have already played a central role in challenging pre-election manoeuvres by the Trump administration in court, including its effort to obtain state voter rolls and to limit mail-in voting.

Marc Elias, a prominent election litigator and member of the task force, describes the work as part of a continuum rather than a single-day operation. "This is not something that we wait until, you know, election subversion has taken place," he said. "It begins with voter registration. Then you have people voting. Then you have Election Day. You have tabulation of ballots, you have local certification and ultimately, you have seating."

The task force sits alongside a separate, more visible Democratic operation: Senate Democrats have recruited and trained more than 100 congressional staffers to monitor voting and ballot counting in nine states with closely contested Senate races, including Ohio, Georgia and Michigan. Announcing that effort, Schumer said: "Their role is very clear: to observe, to document, and report the facts." He added: "Donald Trump does not get to decide who votes. He doesn't get to decide which votes count." Senator Alex Padilla, the senior Democrat on the Senate committee overseeing election rules, said the observers could remain deployed for days or even weeks after the election if necessary, adding: "I don't put anything past the Trump administration to try to interfere with the election."

Reactions and Quotes

Democrats have seized on the poll as evidence that the campaign's closing argument — that the midterms are a check on Trump's power — is landing. The survey's own framing supports that reading: voters say by a two-to-one margin that their midterm ballot is a vote against the president rather than for him, and the share of voters expecting a Democratic win in their local congressional race, 51%, edges the 46% expecting a Republican win.

Republicans, for their part, have pointed to the same survey's warning signs. The lead has narrowed since last month, the map is structurally tougher for Democrats than in past wave years, and half of Republican likely voters still plan to vote on Election Day itself — meaning the final result will depend heavily on turnout in the campaign's last seven days, when Trump himself is criss-crossing the country for Republican candidates, including a double-header in Texas on Tuesday.

Pollsters caution against over-reading any single survey. The Marist poll's margin of error means the true likely-voter lead could be as small as about four points or as large as about twelve, and the registered-voter lead has moved within that range before. What has not moved is the direction: Democrats have led every time Marist has asked since last November.

Why It Matters

The stakes are unusually high for a midterm. Americans voting on November 3 will decide who controls Congress for the final two years of Trump's presidency, along with dozens of governorships and thousands of state offices. A Democratic House would give the party subpoena power, control of the legislative calendar and a platform for oversight of the administration; a Republican hold would leave Trump with a compliant Congress for his final two years.

The poll matters for a second reason: it shows an electorate voting on the cost of living, not on the culture-war issues that dominated earlier cycles. With a third of voters reporting financial hardship and four in ten saying their finances worsened, the party that owns the affordability argument in the final week may own the result. Trump's own approval numbers — underwater by 19 points among likely voters — suggest that argument is currently working against the party in power, which is the normal midterm pattern, but the scale of the disapproval is what makes this cycle unusual.

And the task force matters because the 2026 election is being fought against a background of open distrust. Trump has repeatedly alleged election fraud, offered a $1 million reward for fraud tips, and refused to rule out extraordinary federal intervention around polling places, while his administration has sought access to state voter records and pursued criminal cases against alleged noncitizen voters. Democrats' preparations — war-gaming 100 scenarios, deploying observers, building a legal pipeline from registration to seating — are designed for a world in which the count itself becomes contested. Whether that preparation proves necessary will only become clear after November 3.

What Happens Next

The final week will be a turnout race. Early voting continues in most states through Friday, October 30, and the Election Day vote will decide the races where early ballots have not already settled the balance. Watch three numbers: whether the Democratic enthusiasm edge holds through the weekend, whether Republican Election Day turnout matches the campaign's expectations, and whether late polls confirm or narrow the Marist lead.

After the polls close, the task force's work begins in earnest. Counting and certification in close races can take days, and in states with large mail-ballot volumes, weeks. The observers deployed across nine states will document the count, and the task force's lawyers are prepared for litigation over certification — the stage, Elias noted, that comes after tabulation and before seating. If any race is close enough to contest, expect the first legal filings within days of November 3.

For now, the picture is one of a Democratic lead that is real, consistent and historically associated with House gains — but built on a map that is less friendly than in past wave years, and shadowed by a level of Democratic nervousness that suggests even the party leading the polls does not yet trust the result.

Frequently Asked Questions

What does the NPR/PBS News/Marist poll show?

Conducted October 19-20 among 1,289 registered voters, the poll gives Democrats a 10-point lead among registered voters and an 8-point lead — 52% to 44% — among likely voters on the generic congressional ballot. Trump's job approval is 40% among likely voters, with 59% disapproving.

Does an 8-point lead guarantee Democrats win the House?

No. Leads of this size have historically correlated with significant House gains — Democrats gained 40 seats in 2018 with a 9-point likely-voter lead — but redistricting since 2020 and mid-decade Republican redraws have tilted the map toward Republicans, and the poll's margin of error is plus or minus 3.8 points among likely voters.

What is the congressional election protection task force?

It is a group of Democratic lawmakers, congressional staff and outside experts convened by top Democrats in Congress and announced by Senate Minority Leader Chuck Schumer in April 2026. Through tabletop exercises and planning sessions it has prepared responses to roughly 100 potential election threats, from a problem at one polling site to troops being ordered to voting sites nationwide.

How many ballots have already been cast?

More than 30 million, according to the University of Florida Election Lab — over 15.1 million by mail and 15.5 million in person. About one in five likely voters in the Marist poll had already voted, and that group favours Democrats 68% to 31%.

When is Election Day?

Tuesday, November 3, 2026. Early voting in most states runs through Friday, October 30, and counting and certification in close races may take days or weeks after the polls close.
