WASHINGTON — One week before the midterm elections, a report that Defense Secretary Pete Hegseth is quietly angling for a United States Senate seat has opened a new front in the fight over his future at the Pentagon. According to Puck, Capitol Hill chatter holds that Hegseth hopes Senator Marsha Blackburn will appoint him to her Tennessee seat if she wins the race for governor on November 3. The claim, first published in a Puck column on October 25 and widely relayed on October 26, has not been confirmed by Hegseth or Blackburn, and the Pentagon has pushed back on suggestions about his future. But the timing, one week before voters decide control of the House and a string of Senate races, has made the report one of the most talked-about political stories of election week.

Key Points

• Puck reported Capitol Hill chatter that Pete Hegseth is hoping Senator Marsha Blackburn will appoint him to her Senate seat if she wins Tennessee's governor race.
• Blackburn leads Democrat Jerri Green in Tennessee governor polling, including a Spry Strategies survey putting her ahead 44 percent to 32 percent, though one October poll was much closer.
• Representative Tim Burchett is also reported to want the same seat, and was seen with Hegseth and Blackburn at a University of Tennessee football game on October 17.
• Hegseth faces impeachment pressure in the House, including eight articles filed by Representative Thomas Massie in September and six articles filed by Representative Yassamin Ansari with 13 Democratic co-sponsors.
• A Senate appointment would not automatically erase questions about Hegseth's Pentagon tenure, and whether he stays, is fired, or is investigated will turn on the November 3 results and on President Donald Trump's own decision.

What Happened

Puck journalists Leigh Ann Caldwell and Marianna Sotomayor reported that there is already chatter on Capitol Hill that Hegseth has been angling for Blackburn to appoint him to her seat, which she would vacate after winning her gubernatorial election. The column did not quote Hegseth or Blackburn saying any deal exists, and it framed the claim as corridor talk rather than an announced plan. That distinction matters, and it is one reason the story has been reported with careful attribution ever since: outlets relaying it have said Puck reported the chatter, not that an appointment has been agreed.

Two details in the Puck account gave the report its colour. First, Caldwell wrote that Hegseth lived in Tennessee for three years before he took over the Pentagon, but that his short tenure there might not count as real Tennessee roots. Second, she noted that Hegseth attended a University of Tennessee football game with Blackburn earlier in October. Next to them, the column said, was Representative Tim Burchett, who is also interested in being appointed to Blackburn's seat. Burchett, according to a person familiar with his intentions quoted in the reporting, has spent time campaigning for Blackburn in every county in the state.

The report landed as House Democrats were said to be building momentum for an impeachment push against Hegseth after Election Day. Reporting on the story has linked the reported Senate interest to fears of a Democratic-led House investigation or impeachment trial, and to the separate possibility that Trump himself could remove Hegseth. Republicans, according to the same reporting, are divided: some hope the president will fire him and spare the party a House fight, while others expect Hegseth might resign. None of that has been confirmed by the White House, and the Pentagon has declined to discuss personnel plans in detail.

Background and Context

To understand why a Senate seat in Tennessee could even be in play, start with the governor's race. Blackburn, a Republican senator first elected to the Senate in 2018, is running for governor against Democrat Jerri Green, with independent David Hatley also polling in double digits in several surveys. The governorship is open, and forecasters rate the race Solid Republican. In 2024, Trump won Tennessee by 29.7 percentage points, and Republicans are expected to retain the governor's office comfortably.

The polling picture, however, is not uniform. Spry Strategies surveyed 635 likely Tennessee voters between October 10 and 16 and found Blackburn ahead 44 percent to 32 percent over Green, with Hatley at 12 percent and about 10 percent undecided, a margin of error of plus or minus 3.89 points. The polling average compiled by PollingSource put Blackburn ahead 48 percent to 34 percent. Betting markets were even more confident: Kalshi gave Blackburn about a 92 percent chance of winning, and Polymarket about 94 percent. Yet another October survey, from Political Intelligence Polling, put Blackburn at just 36 percent, Green at 34 percent and Hatley at 19 percent, a reminder that the independent candidate's strength and the undecided vote could still move the final margin. Blackburn's campaign has brushed aside doubts, with spokesperson Todd Rapp telling the Nashville Banner: "As the Spry poll reflects, Marsha Blackburn will be the next Governor of Tennessee."

If Blackburn does win on November 3, she would leave the Senate, and Tennessee's governor would choose her successor. In that scenario the governor making the choice would be Blackburn herself, which is precisely why the Puck report has drawn so much attention. The reporting does not say Blackburn has promised the seat to anyone, and Burchett's reported interest shows Hegseth would not be the only Republican hoping for the call.

Hegseth's Pentagon tenure, meanwhile, has been controversial from early on. Last year's "Signalgate" episode, in which sensitive military discussions were shared in a messaging group, damaged his standing with critics in both parties. Reporting in The New York Times has alleged that he halted dozens of senior promotions, many of them for women and Black officers, raising morale and discrimination concerns. Lawmakers are also reported to be lining up whistleblowers and committee inquiries that would begin when Congress returns after the midterms. Massie, a Republican, introduced eight articles of impeachment against Hegseth in September, alleging misconduct including waging war without congressional authorization, and has vowed to reintroduce them. Ansari's office said she filed six articles with 13 Democratic co-sponsors. Those articles contain allegations, not findings by the House, and no impeachment vote has taken place.

Hegseth Senate Seat: What an Appointment Would — and Would Not — Do

An appointment to the Senate would change Hegseth's job, but it would not automatically change his legal or political exposure. If he became a senator, he would no longer serve at the pleasure of the president as defense secretary, and he could not simply be fired from the Senate by Trump. But becoming a senator would not automatically make him immune from impeachment over his conduct as defense secretary, and commentators have noted that whether the House could impeach a former cabinet secretary now sitting in the Senate, and how the Senate would handle a trial, would invite a serious constitutional dispute.

There is also a practical point that cuts the other way. A senator is, in some respects, more exposed to public scrutiny, not less: every vote is recorded, every hearing appearance is public, and a Senate seat brings a permanent record that a cabinet post does not. Supporters of the appointment idea, as described in the reporting, appear to see the Senate as a political refuge from a House investigation and from a possible White House firing. Critics argue the opposite: that moving to the Senate would simply move the argument into a chamber where Hegseth's critics already sit, and where a trial, if one ever came, would be judged by his new colleagues.

The appointment route also depends on a chain of events that has not yet happened. Blackburn must win. She must resign her Senate seat. She must then choose Hegseth over other Tennessee Republicans, including Burchett, who has deeper roots in the state's politics. And Trump must either accept losing his defense secretary to the Senate or decide that the move suits him. Any break in that chain ends the scenario, which is why analysts have treated the report as a window into election-week maneuvering rather than as a done deal.

Reactions and Quotes

The Pentagon's public response has been restrained. Chief spokesman Sean Parnell told The Independent that the department remained focused on equipping and supporting service members when asked about Hegseth's future. Separately, Axios printed Parnell's words "This is not true" on October 19, six days before the Puck column ran, so that denial cannot fairly be read as a response to the Puck report itself. The distinction has been noted by analysts tracking how the story spread, and it underlines how much of this episode rests on unattributed chatter rather than on-the-record statements.

Blackburn's camp has not confirmed any appointment discussion, and its public message has stayed on the governor's race itself. The campaign's statement that Blackburn "will be the next Governor of Tennessee" and that she is "the only true, conservative Republican in the race" was aimed at voters, not at the Senate-seat speculation. Burchett has likewise not publicly claimed the seat, though the reporting says he has been campaigning for Blackburn across the state, the kind of groundwork a would-be appointee is often expected to do.

Among Hegseth's critics, the report has been seized on as evidence that accountability is being dodged. Among his supporters, it has been dismissed as election-week gossip. Both reactions tell the same underlying story: with control of the House at stake on November 3, and with the Senate's balance and its oversight powers in play, every personnel rumor about the Pentagon is being read as a clue to what comes after the votes are counted.

Why It Matters

The stakes go beyond one man's career. If Democrats win the House, they have promised immediate oversight of the Pentagon, with committees including Oversight, Judiciary and Armed Services able to pursue documents, testimony and subpoenas. Hegseth's tenure, from Signalgate to the promotion disputes, would be near the top of that list. If Republicans hold the House, the pressure would more likely come from within the party, where Massie's impeachment articles already show that criticism of Hegseth is not confined to Democrats.

Tennessee's representation matters too. An appointed senator serves without having won a statewide Senate election, and voters in Tennessee would have no direct say in the choice unless and until that appointee faces voters. In a state where the governor's race already dominates the ballot, the identity of the next senator could shape the Senate's balance on defense, spending and confirmations for years. It could also shape the 2028 landscape, since an appointed senator who builds a record in Washington often becomes a formidable candidate in their own right.

Finally, the episode illustrates how the midterm campaign has become a contest over accountability as much as over policy. Voters are being asked not only who should govern, but who should be investigated, who should be removed, and who should be protected. The Hegseth report sits at the intersection of all three questions, which is why a piece of Capitol Hill chatter has travelled so far, so fast.

What Happens Next

The first answer comes on November 3, when Tennessee votes for governor and the country votes for the House and a third of the Senate. If Blackburn wins, attention will turn immediately to her choice of successor and to whether Hegseth's name is on the list. If she loses, the Senate-seat scenario collapses, and Hegseth's future will be decided by Trump and by the new Congress instead.

Congress returns after the midterms, and that is the second moment to watch. Massie has said he will reintroduce his impeachment articles, House Democrats have signalled oversight plans if they win control, and whistleblower testimony is reported to be waiting in the wings. Trump, for his part, could settle the matter at any moment by keeping Hegseth, firing him, or endorsing a Senate move. Until one of those decisions is made, the report remains what Puck said it was: chatter, amplified by an election week in which every rumor about power sounds plausible because so much power is genuinely about to change hands.

Frequently Asked Questions

Did Pete Hegseth confirm he wants Marsha Blackburn's Senate seat?

No. The claim comes from Capitol Hill chatter reported by Puck, not from a statement by Hegseth or Blackburn, and the Pentagon has pushed back on speculation about his future.

How could Hegseth become a senator without winning an election?

If Blackburn wins the governor's race and resigns her Senate seat, Tennessee's governor, in that scenario Blackburn herself, would appoint a successor. No appointment has been announced, and Burchett is also reported to want the seat.

Would a Senate seat protect Hegseth from impeachment?

Not automatically. Legal commentators note that whether the House could impeach a former defense secretary now in the Senate, and how the Senate would handle a trial, would be a serious constitutional dispute. The articles filed so far contain allegations, not House findings.

Is Marsha Blackburn likely to win the Tennessee governor's race?

Polling and betting markets make her the strong favorite, with Spry Strategies putting her ahead 44 percent to 32 percent and markets giving her about a 92 to 94 percent chance, though one October poll was much closer and Hatley is polling in double digits.

When will we know more?

November 3 is the key date: the governor's result decides whether a vacancy arises at all, and Congress's return after the midterms will show whether impeachment or oversight moves forward.
