An FEC hack has knocked out the United States' campaign finance filing system days before the November 3 midterm elections, leaving political groups unable to submit the rapid disclosures that show voters who is spending money, and where, in the final stretch of the campaign. The Federal Election Commission said its electronic filing system was offline and its technology staff were working to restore service, after Reuters reported that the agency's website had been targeted by a hacker or hackers, citing an email seen by the news agency.

The outage began late on Monday, October 26, 2026, when campaign finance officers found they could not file mandatory reports, according to the FEC's own status notices. By Tuesday night, the commission said an issue had been identified and a fix was being implemented, but its filing system remained offline. The disruption lands six days before an election that will decide whether President Donald Trump's Republicans keep their majorities in Congress for the next two years, and at a moment when super PACs and dark-money groups are spending record sums in the closing days of the races.

Key Points

• FEC hack: the Federal Election Commission's electronic filing system went offline after a reported hacking attempt, disrupting campaign finance disclosures days before the November 3, 2026 midterm elections.
• The FEC said its filing system had been down since around 10 p.m. ET on Monday, October 26, 2026; by around 8:20 p.m. ET on Tuesday, October 27, it said an issue had been identified and a fix was being implemented, but the system remained offline.
• The outage blocks the 24-hour and 48-hour reports that disclose late spending on specific races, while past reports remain searchable on the FEC website.
• The FEC does not administer elections, so the outage does not affect voters' ability to cast ballots; the Cybersecurity and Infrastructure Security Agency referred questions to the FEC and the FBI did not immediately respond to requests for comment.
• Compliance veteran Steven Mele said he had never seen an outage like it in 26 years, warning: "The result is there will be less disclosure on the elections" until it is fixed.

What Happened

The first public sign of trouble came late on Monday, when campaign finance officers trying to file reports found the system unavailable. The FEC posted a notice to its website, and its status page recorded that the electronic filing system had been down since around 10 p.m. ET on Monday, October 26. Reuters reported on Tuesday that the agency's website had been targeted by a hacker or hackers, based on an email it had seen, and the story was quickly picked up by outlets around the world.

In a statement, the FEC said: "At this time, the FEC's electronic filing system is currently offline and our IT staff are actively working to restore service." The commission added that users could still search the website for past reports, but it declined further comment on the outage. Nextgov/FCW reported that a notification email it obtained showed several systems still offline, including filing search features, campaign finance report validation tools, and other feeds and channels, with another update promised for Wednesday morning.

Around 8 p.m. ET on Tuesday, a new status message said the issue "has been identified and a fix is being implemented." By Wednesday morning, however, the FEC's status page still listed the electronic filing submission system, the online web forms and the electronic filing vendor tools as suffering a major outage, with the FECfile+ application under a partial outage, even as the commission's data search tools showed as operational. No attacker had been publicly identified, and no motive had been publicly confirmed, as of Wednesday morning.

The Cybersecurity and Infrastructure Security Agency, the federal government's lead civilian cyber-defence agency, referred questions to the FEC. The FBI did not immediately return messages seeking comment. The FEC itself said it was continuing to investigate the problem, and it had not, in the reporting reviewed, confirmed the precise method of attack or whether any data had been taken or altered.

Background and Context

The FEC is the agency that tracks the spending of candidates and political committees. It does not run elections — that job belongs to state and local election officials — but it is the public's main window into the money flowing through American politics. Candidates, parties, PACs and other committees file regular reports detailing what they raised and spent, and the commission publishes those reports so journalists, researchers, rival campaigns and voters can see who is backing whom.

The reports caught up in this outage are among the most time-sensitive the system handles. In the final weeks before an election, committees must file 24-hour and 48-hour reports disclosing late contributions and independent expenditures — the television ads, mailers and digital campaigns that flood competitive races in the closing days. Those filings are how a last-minute, million-dollar ad buy in a tight Senate or House race becomes public knowledge while voters can still act on it, rather than weeks after the votes are counted.

The timing could hardly be more charged. Outside groups have already poured extraordinary sums into the 2026 midterms. An AFP analysis of FEC data reported in late October found that five dark-money-funded outside groups alone had put more than $1 billion into the midterm campaigns, nearly a third of all non-party spending, with about two-thirds of that money benefiting Republican candidates. Texas's Senate race has drawn more than $200 million in outside spending, and Ohio's Senate contest has seen roughly $170 million spent against the Democratic candidate. Every day the filing system stays dark is a day in which some of that late spending stays out of public view.

The FEC has also been operating under strain for years. The commission has at times lacked a quorum, limiting its ability to take enforcement action, and its technology systems are the unglamorous plumbing of American campaign transparency — rarely noticed until they stop working. This outage is the first time in recent memory that the filing system itself has been taken offline by a reported hacking attempt in the final week of a national election.

FEC Hack: What the Outage Blocks, and What It Does Not

It is worth being precise about what this incident does and does not touch. It does not touch ballots, voter rolls, vote-counting machines or election results. The FEC plays no role in administering elections, and nothing in the reporting so far suggests that any voting system was affected. Voters' ability to cast ballots on November 3 is not at issue here.

What it does touch is disclosure. While the filing system is down, organisations cannot submit new 24-hour and 48-hour reports, and the validation tools and vendor tools that preparers use to check and transmit filings are also offline. Past reports remain searchable, so the historical record is intact, but the live picture of late spending freezes. If a super PAC launches a major ad blitz in a swing district on Wednesday, the public may not see the filing for it until the system returns — and, depending on how the FEC handles late filings, possibly not until after the election.

That gap matters because the final week of a midterm campaign is when spending peaks and when voters are paying closest attention. Late money often funds the sharpest attack ads, and disclosure is the mechanism that lets voters, journalists and opponents connect those ads to their funders before polling day. A blackout, even a short one, shifts that balance toward the spenders and away from the public.

Reactions and Quotes

Steven Mele, president and chief executive of the political finance compliance firm MBA Consulting Group, told Reuters he had never encountered an outage of this kind in more than a quarter of a century working in the field. "I've never seen this in 26 years," Mele said. "The result is there will be less disclosure on the elections" until it is fixed.

Cybersecurity specialists warned that the damage from an incident like this is not limited to the missing filings. Gabrielle Hempel, a security operations strategist at the cybersecurity firm Exabeam, said the disruption raised urgent questions about the commission's fallback plans. "What is the backup process, how are filings received and disclosed while the system is down? How quickly can the agency restore service without sacrificing the integrity of the data? Disruptions like these can have a massive impact on public trust without ever actually touching a ballot," Hempel said.

The FEC itself has said little beyond its status updates, declining further comment in its statement. That silence has frustrated some campaign finance watchers, who note that the commission has not yet said whether the incident involved ransomware, a denial-of-service attack, an intrusion into its servers, or something else entirely, nor whether any filed data was compromised. Until the commission says more, the public record consists of the outage itself, the status messages, and the assessments of outside experts.

Why It Matters

This story matters because transparency is the one check on campaign money that works in real time. Contribution limits, advertising rules and post-election audits all matter, but they operate slowly. Disclosure is the fast mechanism: it tells voters, in the days before they vote, who is trying to persuade them and how much is being spent to do it. When that mechanism goes dark in the final week of a national election, voters lose information they cannot get back, even if the filings eventually appear.

It matters, too, because of the company it keeps. The 2026 midterms are already the most expensive midterm cycle in American history by several measures, with billionaire donors and dark-money groups playing a larger role than ever. A system failure that hides late spending, even unintentionally, benefits the best-funded players most, because their spending is the hardest to track through other means. And it matters because a successful attack on a federal election-adjacent system, days before voting, invites a question that will outlast this cycle: if the filing system can be taken down now, what protects it next time?

Finally, it matters for trust. Hempel's warning cuts to the heart of it: an incident need not touch a single ballot to damage confidence in an election. When the agency responsible for showing the public the money goes silent, in the week voters are deciding, suspicion fills the gap — suspicion that the outage is hiding something, or that the system was never as resilient as it needed to be. The FEC's handling of the next few days, including how candidly it explains what happened, will shape whether this episode is remembered as a technical failure or a transparency failure.

What Happens Next

The immediate question is when the filing system comes back. The FEC said on Tuesday night that a fix was being implemented and promised a further update on Wednesday morning, so the next status message is the first thing to watch. If the system returns quickly and the commission accepts and publishes the backlog of 24-hour and 48-hour reports promptly, the disclosure gap may prove brief, though late filings may still arrive after some voters have already cast early ballots.

If the outage drags on, pressure will grow on the commission to say how filings should be submitted in the meantime — whether by email, by paper, or through some other channel — and how it will treat reports that miss their deadlines through no fault of the filer. Campaign finance lawyers will be watching for guidance on late-filing penalties, and journalists will be watching for whether the eventual data dump reveals major spending that stayed hidden through the final weekend.

Beyond the midterms, expect questions in Congress about the resilience of the FEC's systems, about whether the commission needs emergency funding or technical support from the Cybersecurity and Infrastructure Security Agency, and about whether the incident should be treated as a criminal investigation, a foreign interference probe, or both. US News Pulse will update this story as the FEC's status changes and as the commission explains what happened.

Frequently Asked Questions

What happened in the FEC hack? The Federal Election Commission's electronic filing system went offline after a reported hacking attempt, according to Reuters, which cited an email it had seen. The system had been down since around 10 p.m. ET on Monday, October 26, 2026, and remained offline on Wednesday morning, October 28, even after the FEC said a fix was being implemented.

Does the FEC hack affect voting on November 3? No. The FEC does not administer elections, and the outage does not affect voters' ability to cast ballots. It affects campaign finance disclosure, not voting systems or vote counting.

What filings are blocked by the outage? Mainly the 24-hour and 48-hour reports that disclose late spending on specific races, along with the validation and vendor tools used to prepare filings. Past reports remain searchable on the FEC website.

Who is behind the hack? No attacker has been publicly identified and no motive has been publicly confirmed. The FEC said it was investigating, CISA referred questions to the FEC, and the FBI did not immediately respond to requests for comment.

Why does a filing outage matter so close to the midterms? Because the final week is when campaign spending peaks, and disclosure is how voters learn who is funding last-minute ads before they vote. A blackout means some late spending stays out of public view until the system returns.
